Perpetrator Perspectives
A core theme in Holocaust research during the last three decades has been the perpetrators that organized and implemented the Holocaust. The concept of a perpetrator is intrinsically related to action, denoting individuals who actively contributed to or participated in the murder or other harmful acts against the victims. Within the Independent State of Croatia, the spectrum of Holocaust perpetrators was extensive, encompassing high-ranking figures at the summit of the state hierarchy who formulated antisemitic policies as well as bureaucrats and police officials who organized roundups and deportations. At the ground level, a myriad of actors executed arrests, escorted victims during deportations and staffed concentration and death camps.
